Blocking review: do not merge #913 as-is.

Two issues:

1. Artifact-only gate is not satisfied. docs/SOP.md § artifact-only-pr-merge-gate requires the evidence-only label as the explicit publish-policy signal for no-action verdict PRs. This PR has no labels. Title/body/path matching are not enough; the SOP explicitly says missing evidence-only means regular merge-gate / owner action is required.

2. Public artifact leaks absolute local paths in docs/harness-feedback/bundles/task-outcome-2026-06-13/raw/episodes.json:

Suggested fix: rerun/fix the publisher so keep-observe verdicts get the correct evidence-only label and raw provenance redacts local absolute paths before opening the PR. If the label cannot be applied automatically, fix that policy path first rather than manually bypassing the gate.
