docs: add Buzz MCP integration usage to all 4 READMEs - #89

New "MCP integration -- Buzz" section (English, Vietnamese, Korean, Chinese), positioned right after the rtk token-optimization section, matching that section's pattern: what it is, the build+env-var usage snippet, a pointer to the full docs/programs/buzz-mcp-integration.md guide, and the honest caveat that this makes check_command available to a Buzz-spawned agent, not something that forces the agent to call it. Verified the project stat numbers already on main (101 agents, 2,025 skills, 71 rules, 62 hooks, 113 scripts, 170 commands, v1.0.0) already match MANIFEST.json exactly -- nothing was stale, so no number changes were needed alongside this addition.
