docs: add Buzz MCP integration usage to all 4 READMEs

Adds a "MCP integration — Buzz" section (EN/VI/KO/ZH) right after the rtk token-optimization section: what it is, build+env-var usage, pointer to docs/programs/buzz-mcp-integration.md, and the honest caveat that this makes check_command available, not enforced. Verified project stat numbers already on main (101 agents, 2,025 skills, 71 rules, 62 hooks, 113 scripts, 170 commands, v1.0.0) match MANIFEST.json exactly — nothing else needed updating.
