Fix PowerShell curl bootstrap execution

Summary

• run the curl bootstrap through PowerShell's text pipeline instead of a native stdin pipe
• allow the optional version parameter to be omitted when downloaded text is evaluated
• exercise downloaded-text parameter binding in the installer lifecycle test
• bump the corrected release to 1.1.4

• packaged 1.1.4 installer lifecycle and checksum-rejection tests
• PowerShell 7 text-pipeline install/uninstall smoke test
