Synchronize frontend, Tauri, Cargo, and lockfile versions for the stable release. Use a higher MSI ProductVersion than the v0.1.6 RC installers because Windows Installer ignores the fourth field. Refresh release notes for the stable GitHub distribution.

0.1.6，更新正式版 Release 文案。0.1.7.0：Windows Installer 忽略第四段，必须使前三段高于已发布 RC 的0.1.6.x才能可靠升级；应用显示版本仍是0.1.6。验证
pnpm release:check -- v0.1.6、just check、pnpm build:web、pnpm format:check均通过。CI=true pnpm install --frozen-lockfile成功；Cargo.lock 仅修改本项目版本。合并且 CI 通过后，在
master创建不可移动的v0.1.6标签，触发五平台构建和完整资产校验，再确认发布状态。
