Normalize named-template library dependencies to the coordinated catalog version and check every scaffold against the source release. Update source catalogs and install commands for 0.4.9. Exercise Windows credential identity and UTF-16 compatibility through the native API, and record the independently verified consumer migration checkpoints.

Named templates retained older Atlas URLs when the CLI catalog advanced, so a new CLI could scaffold an app against a different release. Normalize scaffold dependencies to the catalog release and fail validation when the source catalog drifts from the source version.
This also adds an independent Windows Credential Manager interoperability test for legacy target names and UTF-16 passwords, including update and deletion. The test writes only a uniquely named disposable entry.
Validation: 684 source tests; 14 packed-install cases; all 15 template/custom/example fixtures; private S3 service checks; source typecheck and formatting checks; macOS store tests; Windows target compilation. Existing formatting warnings remain. Consumer migration evidence and remaining rollout gates are recorded in CLEANUP_TODO.md.
