Implement core Gaia-X wallet features and establish a project backlog to address WAL-1718.
This PR sets up the project structure and implements key functionalities for a Gaia-X compliant wallet, including RSA4096 key import with eIDAS QWAC, DID:WEB management, import of LegalPerson, LRN, and Terms&Conditions credentials, and the ability to create Gaia-X participant VPs. This forms the foundation for the new wallet feature.
