no prefix

pros of a prefix:

• prefix can be getoized

pros of NO prefix:

• more complex negotiation - concerned that is a larger ask. if we don't get them all then we need to go with prefixed values.
• we are then in a bad positions to ask for more after module 1
• easier to get it done and though the process
• uptake might be easier amoung authors who want to use personolization (they are grouped together)

• ask for three and a prefix for other
