Update repo references for the move to voidzero-dev - #3

The repository moved to github.com/voidzero-dev/pkg-pr-registry-bridge. Point the publish-action reference at the new owner (docs/ci-setup.md), and generalize the action.yml comment. The git remote is updated locally to the new URL.
The voidzero-dev org requires every GitHub Action to be pinned to a full commit SHA. Pin checkout/action-setup/setup-node, and set pnpm to 11.9.0 to match the lockfile and devEngines.
