Adds the full report for the green template 0.3.5 typed-env mega run. Also makes registry cleanup idempotent when a stale tag points to an already absent manifest, with a regression test.\n\nVerification: live mega 7 passed; registry cleanup tests 3 passed; Ruff and diff-check pass; comprehensive live cleanup completed and post-check found no live-test projects or applications.
