Removes the unused AllocationDTO with its stale project_id field and deletes the corresponding obsolete section from docs/CONTRACTS.md.\n\nLocal checks: Ruff, DTO import smoke, compileall, and git diff --check pass. Full unit collection is currently blocked by the existing stale editable shared package in .venv.
