feat: Add Bootstartup tools to install toolchains directly or with compile

Have Done:

• add setup-blueos-base-env.sh to install toolchains which were prebuilt
• add build-blueos-rust-toolchain.sh to install toolchains which compile is needed

To be Done:

• Test Error handle of these scripts
• Test Stability in different version of Ubuntu releases
