persist exact accepted-turn boundaries and reconcile cancellation, recovery, and ambiguous send outcomes safely
preserve open-world upstream response compatibility while distinguishing proven remote rejection from transport uncertainty
include a fail-closed historical binding repair tool and matching marketplace snapshot
