Summary

add a setup-only strict empty-session compatibility probe for ZCode 0.16.1
keep runtime session identity validation strict
classify incompatible setup snapshots separately from unauthenticated responses
update installed marketplace setup fixtures

Validation

npm run check: 1033 passing, 3 expected opt-in skips
marketplace snapshot build passing
lint, typecheck, LF and diff checks passing

Windows CI is intentionally left to the PR matrix for verification.
