• Upgraded @vis.gl/dev-tools and @vis.gl/ts-plugins to 2.0.0-alpha.6.
• Migrated vitest.config.ts, .ocularrc.js and biome.jsonc to v2 conventions
• Removed dev-modules/devtools-extensions and its workspace entry.
• Migrated roughly 400 Tape test imports to the local Vitest compatibility adapter.
• Updated test, coverage, benchmark, Playwright, build, and lint scripts in package.json.
• Updated CI installs to yarn install --immutable and Chromium installation to Playwright conventions.
• Removed obsolete Babel/Webpack and legacy test-runner configuration.
