docs: refresh New Relic CLI guidance for v0.113.1

• v0.113.0 adds GOV region support and accepts FEDRAMP as an alias in profile configuration.
• Targeted newrelic install --recipe ... runs now exit non-zero when no requested recipe is installed.
• v0.113.1 contains release/changelog follow-up only; the published v0.113.1 binary includes the v0.113.0 behavior.

Skill/package changes

• Document all supported profile regions in the root skill, README, and diagnostics guidance.
• Record the install exit-status behavior in VERSION; no existing install workflow needed modification.
• Bump skill package metadata from 1.0.4 to 1.0.5.

Validation

• Verified the official Darwin arm64 v0.113.1 archive against its published SHA-256 checksum.
• Ran newrelic --version (0.113.1) and newrelic profile add --help; confirmed US, EU, JP, GOV, and FEDRAMP match the updated guidance.
• Validated root skill frontmatter, Markdown code fences, relative links, and bash -n for all 4 helper scripts.
• npx --yes skills add . --list validated the local source and discovered newrelic-cli-skills.
• git diff --check passed.
