fix(overlay): unbreak the menu under atuin, wrapped commands, and max-height

Four bugs, one per commit:

• overlay drew over atuin. fix(wrapper): don't let fish's alt-screen probe permanently hide the overlay #141's fix assumed a TUI has its own process group; ZLE-launched ones don't. Real cause of Fish: suggestion overlay does not render since v0.6.0 (works with bash, worked in v0.5.4) #139 was fish's probe sending enter+exit in one chunk, now last transition wins (098649f)
• max-height counted the box , so 6 drew 4 rows (because it also counts top and bottom borders). Now counts suggestion rows; and also from the fix(overlay,shell): honor ui.max-height, unbreak select under backward-kill-line, free the arrow keys, symmetric scrolloff #104, @kdbaustert fixed the max-height config option was never read, the default height I set before is 15, now default 15 -> 6 (5aa4b2c)
• ReplaceLine sent Ctrl+E, which fires atuin-search for anyone who binds it. Walks right with \x1b[C instead (dd9d11e)
• the box hangs off the cursor, so wrapping moved it; and nav drew before the shell's repaint landed. Tracks wrapped rows, and defers the draw until the PTY settles (af1a5cd + 52c9a23)
