fix(eve): consume authorization callbacks once

Summary

• consume authorization callback results before completing them so a callback is handled at most once
• restrict targeted connection_search authorization completion to the requested connection
• remove consumed callback results from durable context while preserving other pending callbacks
• cover one-shot consumption and unrelated-connection isolation with regression tests

Production evidence

In this agent run, a successful Notion callback result remained available after Notion had already loaded. A later targeted Linear connection_search called completePendingAuthorizations() for every connection, replayed the Notion callback, and failed four times with:

Authorization did not complete. Vercel Connect still reports the user as unauthorized.

No Linear authorization callback occurred. A fresh Slack turn cleared the stale execution context, after which the same Linear search and issue creation succeeded.
