GitHub search total_count includes pull requests (is:issue matches them), so a page whose items are all filtered out as PRs previously terminated pagination early, silently missing real issues. Pagination now continues until every page up to the API's 1000-result cap is consumed (or maxIssues is reached), so open issues behind PR-heavy pages are fetched. Regression tests cover all-PR pages and the cap.
