Fixes Dependabot alert 1 (serveStatic decodes the path twice). hono only comes in as a development dependency through the MCP SDK; junto does not use serveStatic.

pnpm.overridesentry for the vulnerable range lifts hono to 4.13.13. The built plugin artifacts are unchanged,pnpm testpasses (396 passed, 4 skipped).
