ci: delete Actions caches that are no longer used - #115

Deletes Actions caches nothing will read again: a pull request's caches when it closes, and in a weekly sweep the caches of closed pull requests plus older copies of a cache that a newer run saved again on the same branch. The repository was near or over the 10 GB cache limit, where GitHub evicts caches still in use.

The workflow checks nothing out (it reads only the pull request number), so
pull_request_targetis safe here and also covers pull requests from forks.Checked: actionlint 1.7.7 clean; a dry run of the selection against this repository's
caches (deletion swapped for a no-op) listed only closed pull requests' caches and
superseded copies.
