So apparently languages are complicated and computer don't know how to manage some of them.

• We did the best we could do to support non ASCII characters in the installation directory for Windows machines. This fix should benefit like 95% of people.

• Improved reliability of paths and makes installation relocatable. Now HonkTTS can be moved around it will still just work
• Fixed an issue that made Windows users depend on MVSC to be able to compile the TTS library from source.
