Current Behavior
During overtake at a construction on the read, the vehicle drives over the traffic cones instead of waiting to pass them.
Expected Behavior
The car should stay on the overtaking lane until it passes the traffic cones.
Steps to Reproduce
Either start the leaderboard.dev and agent.dev normally until it reaches the construction site.
Or start the route "routes_construction_sign.xml" with the launch_leaderboard.dev.sh script.
Definition of Done
During 10 executions of the mentioned route the traffic cones are never driven over.
