Add team regex to Team Creation Form

Sometimes we want to create team repos for only a subset of the teams.

For example, when we create team repos for the legacy code projects, we want to create only:

• proj-courses-s26-01
• proj-courses-s26-02
• proj-courses-s26-03
• proj-courses-s26-04

To support this use case, we want to allow the user to specify a regular expression that is matched against the teams, and repos are created only for matching teams.

The additional field for "Team Regex" will be optional. If it is not supplied, then repos are created for all teams.

Acceptance Criteria

You are encouraged to turn each of these into a subissue, and do them in the order given

• Add a teamRegex field to the backend endpoint POST /api/repos/createTeamRepos. It should be optional. When specified, use it to filter the list of teams for which repos are created. This may require passing the parameter through to the job that creates the repos.
• Add the new field teamRegex to the form, and pass it through to the backend endpoint. It should have a tooltip that explains what the field does.
