Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependencies [tmp](https://github.com/raszi/node-tmp), [standard](https://github.com/standard/standard) and [webpack-cli](https://github.com/webpack/webpack-cli). These dependencies need to be updated together.
