The `new` and `new-lib` tool tests asserted the literal compiler version in
the generated `jo.toml` (`jo = "0.10"`), so every release broke them. Use a
`{{JO_VERSION}}` placeholder in the expected output that the test harness
expands to the current major.minor version at compare time.
