• reset process-scoped runtime status when a new gateway process starts
• prevent stale fatal adapter entries, active-agent counts, and restart flags from surviving a restart
• cover the process-identity transition in the gateway status suite

Verification

Observed during the multi-bot Slack deployment: the new process connected only the default Slack adapter, but gateway_state.json still exposed duplicate-credential failures written by its predecessor.
