Mirrors 3 new skill quality rules from the engine feature branches into production trustabl-rules. Rules will be inert until the corresponding engine PRs merge into main. schema_version bumped 12 → 13 to advertise the new predicates (skill_has_description, skill_is_agent_specific, skill_has_duplicate_tool_refs).
