chore: require readable capability layers and contextual refactoring #102
Make small, cohesive TypeScript classes and readable capability orchestration a critical development rule. Add the identical shared AGENTS.md rule, contextual refactoring obligation, release-workflow guidance and a development-only twenty-line method check.
Acceptance criteria
Documentation committed before outside-in tests and implementation.
Preserve project-specific instructions, licenses, repository boundaries and API committer policy.
Canonically formatted new/changed executable methods have at most twenty body lines, with exact reviewed exemptions.
Unchanged debt is pinned to verified origin/cordis; changed methods cannot acquire baseline exemptions.
Reject compressed statements, stale exemptions and baseline manipulation; normal owner checks/CI run the helper.
Preserve all existing test registrations and frozen historical artifacts; qualify normal owner gates and genuine helper invocation.
Open bounded cordis review candidate; keep this and all issues including platform#678 open.
Authority and scope
Maintainer approved the seed-driven Task 3D plan and explicitly requested this policy first across the nine initialized Cordis repositories and shared future setup. This is a separate policy delivery from runtime functionality under treeseed-ai/platform#773. Legacy repositories, TreeDX and AI remain untouched. No merge or production release is authorized.
