Refs #634; PR637. Preserve full staging history; only approved two paragraphs document exact original automatic deadline zero dispute, unchanged accounting history, once-only original budget hold restoration and no inferred usage/PASS. PR637 verify37857874923 passed. No functional code, schema, UI, tag, deployment or runtime activation. API #515 delivery/live read-back remain open. Merge only after required new-head checks; temporary documentation branch deleted after main ancestry.
