Contract
Persist the direct user requirement from Platform #520 and Reviewer #73 in AGENTS.md: ALL complete unit and integration suites for each participating project on the exact candidate must run before EVERY scene/guarantee acceptance invocation. Failed, skipped, missing, empty or inconclusive prerequisite coverage blocks acceptance. Focused tests are additional, not substitutes; no previous invocation's receipt reuse. Run complete suites once per participating project per invocation before any scene, retain existing Issue/Actions evidence.
Scope and verification
Documentation only: one identical paragraph across Platform and all17 package projects. Original guidance and all other files preserved; identical text and git diff --check verified. No runtime, public schema, deadlines, caps or frozen acceptance evidence changed. Required automated checks remain authoritative; no broad staging/SDK acceptance pass claimed.
Reviewer #74 implements the fail-closed local guarantee gate with more unit/real-integration/coded acceptance regressions. Full SDK synthesis investigation remains open; no blind new full campaign.
