Adopt the control-plane operation catalog and remove the embedded API #11

Outcome

Make Agent a focused agent/capacity-provider execution runtime that connects to the TreeSeed control plane only through SDK RC18 catalog clients.

Scope

• Start from exact staging 931fbcfa9b9200e2f3a5adcfcd7625be24f48ff2.
• Delete the embedded src/api implementation and every public API export.
• Remove D1/API hosting, project/release routes, legacy dispatch, raw paths, Market terminology, and tests for deleted implementation.
• Retain execution adapters, provider runtime, assignment/scene execution, evidence, reconciliation, and guarantees that measure those retained outcomes.
• Use serverProfile, controlPlaneUrl, controlPlaneAudience, and SDK catalog operations.
• Keep credentials and endpoints outside agent definitions and live execution fail-closed during this prerequisite.

Acceptance

Exact SDK RC18 dependency; no Git dependency; zero raw /v1 strings or Market terminology in retained source; no embedded control-plane API/auth/database; focused fake-control-plane provider/lease/reporting/discussion/handoff/recovery coverage; packed independent artifact; hosted checks and review.
