Integrate retired allocation client removal into staging #114

Platform #520; user explicitly requires all existing work merged and clean current staging before acceptance resumes. Integrate the existing codex/agent-retire-allocation-authoring commits through a bounded checked staging PR. Preserve unrelated work, run owner-language regression tests and required Actions, no new releases/tags or acceptance policy overrides. This is integration of existing architecture work, not UI redesign. Record exact base/head and verification in the PR; return the checkout to staging.

Accepted integration

PR #115 merged after required Verify 36730756568 passed full build, 184 tests, independent Pages build and npm package verification; exact UI dependency came from accepted staging artifact b0c9a2bdf1eed181950c1202a24ab3d9af012833. Checkout returned clean staging 68b8391. Portable asset resolution is covered by the existing brand-assets test. This is owner-package integration, not SDK golden acceptance.
