tvc: default deploys to QOS 0.10.2

Summary

• default TVC deploy configs to QOS 0.10.2 while keeping --qos-version as an override
• update QOS crates and rust-toolchain to the 0.10.2-compatible toolchain
• parse/sign versioned QOS manifests and envelopes so manifest v2 works for deploy approval, provisioning details, and share re-encryption
