Summary

• document creation of /etc/activity-relay-web/site.json from the packaged example
• preserve an existing operator configuration with cp --update=none
• add regression coverage tying together:
  • the Debian package install manifest
  • the documented initialization sequence
  • the rebuild wrapper default configuration path

Release-gate finding

The isolated RC1 native-package matrix showed that:

1. /usr/share/activity-relay/web/. was copied successfully;
2. the package installed site.json.example;
3. activity-relay-rebuild-site expected /etc/activity-relay-web/site.json;
4. the Debian instructions did not create that file.

This change corrects the packaged instructions without changing runtime behavior.

Passed with disposable Redis at redis://127.0.0.1:6381:

• operations Python tests
• serialized Go tests
• serialized Go race tests
• go vet ./...

The RC1 Debian artifact has not been rebuilt, tagged, published, or deployed.
