feat(components): Ui:StatCard (G1) + Layout:PageHeader (G4) - #39

Deux composants mobilisés par les dashboards et en-têtes du reskin hotTwos (EPIC-003, US-087). - tsf:Ui:StatCard : carte KPI (slot icon + label + value), delta/trend, progress (borné [0,100], role=progressbar), hint, href. Variants brand|success|warning|error. Dark mode. - tsf:Layout:PageHeader : titre h1 + subtitle + slots actions/breadcrumb. - Tests unitaires (defaults + clamp progression).
