Operator-directed solo completion for the Engram 6.46.2 release. This authority-only PR consumes epoch authority-0018 and preauthorizes the exact Git blobs for the three release workflow changes. No ordinary product files are included.

After merge, a separate protected-only PR will consume authority-0019; v6.46.2 will not be tagged until both that workflow PR and ordinary plugin PR #443 are merged.
