Summary

• Evol-1 T02: build a public-directory backup sampling frame for VSIC divisions 10 (food), 22 (rubber/plastics), 25 (fabricated metal) from masothue.com — so the project is not blocked waiting on GSO.
• Delivers data/raw/frame_pilot/frame_pilot.csv (800 unique tax codes: 300/250/250), frame_pilot_summary.csv (division × province), and PROVENANCE.md with coverage limits.
• Adds crawler + CLI (crawlers/companies/masothue_frame.py, scripts/build_pilot_frame.py) and parser tests on a local HTML fixture.
