hi, i am a first time mapper and this is my first time map. this PR revamps kilostation's engineering and medical departments (as well as the prison) to feel less claustrophobic and adds an extra docking bay at departures so the centcomm ferry doesn't have to be in maintenance anymore. this also brings kilo up to date on stuff that it should have (i think anyways, let me know if anything is missing) and fixes some stuff disappearing from being repathed, as well as removing all of the hostile simplemobs from the station z level.
