Adds a weekly and main-branch OpenSSF Scorecard run, publishing dated results through Scorecard and GitHub code scanning. All four actions are pinned to verified upstream commits, checkout credentials are not persisted, and execution is limited to 15 minutes. No custom secrets or repository scripts run in this job.
