Adds zmk-usb-logging and cdc-boot to both Solstice_R_US and Solstice_R_JIS. Both right-side targets pass just.sh build-fast --pristine=always. Hardware flash and COM validation pending. This is stacked on the cormoran PMW3610 validation branch and does not target stable main.
