Zebra 6.4.2 cannot follow public Testnet after NU7 activation. This updates the Phala image input receipt to the independently verified Zebra 7.0.0-rc.0 x86_64 release and scopes the operator-approved release-age exception to the Phala testnet image evaluation. It also pins publication to the Docker archive and image config digests from a twice-matching native Linux build.
The image still contains the prior Rust wrapper binary. A separate overlay must replace it with a current locked native build before wallet-read live acceptance. This PR does not approve a private release, deploy a CVM, or spend Phala credits.
Validation: 12 Zebra verifier and 15 Phala package tests passed in the managed container; the no-publish native image smoke at https://github.com/tamnys/ZECret-service/actions/runs/37381370470 passed quote, Zebra, wrapper, startup, shutdown, and split-container checks. A final exact-head no-publish run is pending at https://github.com/tamnys/ZECret-service/actions/runs/37381638205.
