Stop parser-side constant folding of unary bitwise NOT through atoi() and int. Emit BIT_NOT instead so ScriptVariant handles the operation with the correct VT_INTEGER, VT_INTEGER64, or VT_UINTEGER64 carrier. Fixes bitwise NOT on 64-bit integer constants such as ~9223372036854775808ULL.
