When checked (default), the Level 1 key provider returns the NIST FIPS 186-4 P-256 test vector public key for lookups matching RICS 9999 and key id 0, enabling signature verification of tickets signed with the FIPS test key in the encoder. https://claude.ai/code/session_014p6vWqoyF8symzudEGWZRe
