docs: AutoNode GA, RHCS 1.7.7, OCM role, provider floor bumps

Summary

• Mark AutoNode (Karpenter) as GA across all docs, examples, and module READMEs
• Update README spot instance table to show HCP supports spot via AutoNode (with footnote)
• Bump RHCS provider floor to >= 1.7.7 (13 declarations) to unlock OCM role link
• Add feature-flagged OCM role to account-hcp environment (no-console default profile)
• Bump provider version floors: aws >= 6.0, kubernetes >= 3.0.1, kubectl >= 2.2.0
• Harmonize HCP versions.tf by adding external, tls, local provider declarations
• Update docs/FEDRAMP.md provider version table

Test plan

• terraform validate passes on all 5 environments (commercial-classic, commercial-hcp, govcloud-classic, govcloud-hcp, account-hcp)
• Verify OCM role creation with terraform plan against a real account
• Confirm AutoNode documentation reads correctly (no TP references remain)
