docs: update vendor provider table with kubernetes and kubectl providers - #35

The FEDRAMP.md vendor table was missing hashicorp/kubernetes and alekc/kubectl providers added during the GitOps native provider refactor. Updated versions, added a "Used For" column, fixed the mirror directory tree, and added self-verification commands for auditing provider inventory. Added cursor rule to keep the table in sync when providers change. Co-authored-by: Cursor <cursoragent@cursor.com>
