Closing this Dependabot image digest bump rather than merging it.

All public image Dockerfiles plus images/runner/debian-snapshot.lock.json are a closed snapshot tuple pinned to debian:bookworm-slim@sha256:1def178… / 20260623T000000Z. CI (check_runner_debian_snapshot.py) rejects a single-consumer digest change: it would desynchronize the lock, the other image Dockerfiles (including images/synthetic-listener/Dockerfile, which Dependabot did not bump), and the package/InRelease hashes.

A Debian base refresh has to be a coordinated snapshot update, not a Docker Hub moving-tag digest PR. This PR is that class of bump.
