Add agentic RL task dataset support

Summary

• Add a new panlabel text ... command namespace for task-oriented text datasets.
• Add minimal task Text IR, artifact planning/preservation, text validation, and text conversion reports with stable TASK-* issue codes.
• Add first-batch adapters for text-ir-jsonl, rlvr-hf, verifiers-taskset, harbor, and read-only swe-bench import.
• Add provenance-backed fixtures, CLI tests, docs, roadmap updates, and repo guidance updates.

Notes

• Existing object-detection commands and top-level format catalog remain separate.
• swe-bench is read-only in this batch.
• Terminal-Bench legacy layouts are not auto-detected as Harbor.
• OpenEnv and NeMo Gym remain documented as parked/future work.
