Conditional formatting: reuse Format Cells controls for custom rule styles

Fixes #868.

Conditional Formatting offered six preset styles, so users could not choose their own colors and formatting. This adds Custom Format… with shared Number, Font, Border and Fill controls, a combined preview, and format editing in Manage Rules.

Behavior and design

• The four tabs share one editor with Format Cells. A conditional rule uses inheritance toggles and returns a draft; it does not format the worksheet directly.
• Optional property-presence metadata distinguishes “unchanged” from explicit off/none/automatic/General. Older JSON without it retains the existing non-default-as-set interpretation.
• One differential-style overlay serves rule priority, worksheet rendering and PDF/print. Ordinary cell rendering does not allocate presence sets.
• Creation and editing share style validation/canonicalization. Unused colors in cleared fills/borders do not create save/reopen differences, and invalid font sizes or mismatched diagonal styles are rejected.
• GUI and control-channel confirmation share the same path. Dialog-owned color drafts, captured workbook/worksheet/range, an expected rule snapshot including priority and Stop If True, and validation errors protect cancellation and avoid applying to the wrong or changed rule.
• Format edits preserve ranges, priority and Stop If True. Unchanged format-only confirmation preserves the clean/saved workbook and undo/redo stacks; stale requests still fail and combined delete/reorder requests still execute. No new dependencies or committed binary assets. UI parity documentation is updated.

Validation

Latest verified commit 50e93a435c7ee10173c2dc2e2d5b8044cb5a73df: all 8 gates pass; 1,639 tests pass across the workspace.

• CodeRabbit follow-up: fixed differential XML child order (alignment before borders), added full-section serialization/round-trip coverage, and added command/UI tests for unchanged format confirmation. Documented touched functions; CodeRabbit confirmed 91.25% coverage against its 80% target on the documentation update. The final metadata-snapshot helper and regression are documented too.
• cargo xtask ci: fmt, clippy -D warnings, workspace tests, assets, layers, wasm, parity and keytips.
• Follow-up stale-edit validation also rejects priority-only and Stop If True-only changes, without mutating workbook or history.
• October 18 integration: upstream grid and PDF conditional-number-format tests pass. Extended grid coverage verifies that a font-only upper rule inherits a lower number format while an explicitly selected General resets the base cell format.
• New regression coverage: create/edit/cancel, shared Format Cells color control, inherited font values, invalid color correction, original worksheet/range guards, stale rule rejection, priority/Stop If True preservation, explicit resets, theme font colors, patterned-fill and multi-cycle XLSX persistence, painted number/font colors and PDF number/font formatting, undo.
• Earlier visual verification inspected all four custom-format tabs in light mode and Font in dark mode; October 13 merge verification inspected English/German dialogs and German Format Cells. The October 18 snapshot example compiled, but fresh screenshots were unavailable because the sandbox exposed no graphics adapter. Automated grid/PDF and painted-output tests pass. Native Apple Silicon build compiled during original preparation; the earlier local version was launched with synthetic sample data.

Limits and integration notes

• Pattern fills retain the existing renderer's approximate blend; this PR preserves their pattern/colors, not a new pattern rasterizer.
• XLSX has one shared diagonal line style/color; the two directions must match.
• Saved files have not been opened in desktop Excel to verify that it shows no repair prompt. The persistence evidence is GridCraft read/write plus XML and rendering tests.
• Open XLSX: read, evaluate and write Excel 2010 conditional formats #717 changes differential-format import/export; open i18n: dialogs follow the interface language; Spanish dialogs #669 changes dialog localization. Please coordinate their overlapping files when merging. Latest main at c30fa3f (GridCraft 0.8.0) is merged into this branch. The Conditional formatting: show a rule's number format (fixes #1163) #1769 / Conditional formatting: a rule's number format is not shown #1163 grid/PDF number-format fix is preserved through the shared differential overlay, including PDF fill spacing.
• Shared controls reuse the existing translation lookup and preserve translated Format Cells categories and font controls. Labels without catalog entries fall back to English.
