Prepares Wayfarer 1.9.8 with the merged enrichment, Timeline statistics, address editing, and Code Guard updates. Updates the version source, matching documentation/test expectation, and complete dated release notes.
Validation: 26 versioning tests and 21 release-helper tests passed; metadata check and CLI version passed; Code Guard has only the accepted cumulative changelog-size review; diff check passed. No new migrations since 1.9.7. Application fixes were reviewed and tested in their respective PRs.
