Summary

Prepare Wayfarer v1.9.0 from the complete merged work since v1.8.1.

• set the release/runtime version to 1.9.0 using the repository release helper
• publish reconciled release notes for waypoint routing, external route generation, KML, dependency/toolchain, image-proxy, Quartz, and presentation corrections
• remove obsolete README claims for MBTiles and offline mobile map tiles
• update version documentation and the compiled-version assertion
